Student Grievance Procedures
Any student at the University who feels that he or she has been discriminated against by an individual or office acting for the University or that the University is not complying with the requirements of Title VI, Title IX, or the Rehabilitation Act, has a right to register a complaint and seek redress of their grievance, following our Student Grievance Procedures. Academic, administrative, and employment grievances are also covered.
Bias Incidents, Discrimination, and Retaliation
The University’s Equal Opportunity Policy prohibits unlawful discrimination based on race, color, sex, sexual orientation, religion, creed, national origin (including shared ancestry or ethnic characteristics), citizenship status, age, disability, veteran status, or any other class protected under applicable federal, state or local law.
Religious and Ethnic Bias | Reports of religious and ethnic bias, including discrimination or harassment on the basis of actual or perceived (i)shared ancestry or ethnic characteristics; or (ii) citizenship or residency in a country with a dominant religion or distinct religious identity, should . Any current member of the Penn community may request a confidential consultation or submit a confidential report at https://orei.upenn.edu/reporting
Sex and Gender-Based Harassment | Students wishing to initiate a complaint related to sexual misconduct -- which includes sexual harassment, sexual violence, relationship violence, and stalking – should contact the AVP for Equity and Title IX Officer. Reports of sex- and gender-based bias should be reported using one of the other options below.
Other Identity-Based Bias and Harassment | Students wishing to lodge an official complaint of discrimination and/or retaliation on characteristics other that religion, ancestry, or national origin can pursue either formal mediation or submit a formal complaint through the Office of Equal Opportunity Programs.
Individuals also may report incidents of bias involving Penn students, faculty, or staff through the Bias Incident Reporting Form. You are not required to provide your name or contact information. Confidentiality will be maintained to the extent possible.
Sexual misconduct
The University’s Sexual Misconduct Policy prohibits sexual harassment, sexual violence, relationship violence, stalking, inappropriate consensual romantic and sexual relations and retaliation against faculty, students, or staff who report having experienced, observed, or received reports that allege violations of this Policy.
Students wishing to initiate a complaint related to sexual misconduct -- which includes sexual harassment, sexual violence, relationship violence, and stalking – should contact the AVP for Equity and Title IX Officer (titleixoffice.upenn.edu).
Individual Student Misconduct and Policy Violations
To report a student engaged in other types of misconduct or other violations of University policies and codes of conduct, contact the Center for Community Standards and Accountability (CSA), which handles matters of student discipline.
Restorative Practices @ Penn helps Penn students who are involved in a personal dispute (for example, a relationship, house mate, or group conflict) resolve the conflict by using a variety of conflict resolution tools, including mediation.
Student Organization Misconduct
All Penn student groups, leaders, and members are expected to abide by all University policies, as well as any additional policies set by their school(s) and program(s). Any member of the Penn community can report an incident, alleged policy violation, or concerns that a recognized student group has not upheld University policies to the group’s advisor or administrative staff in the school/department in which the group is housed or advised.
Concerns about any University-wide group or group registered with Penn Clubs/OSA can shared with the Office of Student Affairs at vpul-pennosa@pobox.upenn.edu. Concerns and grievances related to GAPSA and GAPSA IDEAL Council-affiliated affinity groups can also be submitted to provost-ed@upenn.edu and gradcenter@upenn.edu.
Graduate Program Feedback and Concerns
Students wishing to provide general information and impressions about their graduate school experiences in a given Graduate Group can do so using the Graduate Group Review Student Feedback Form. Submissions will be shared with the Graduate Council of the Faculties and Office of the Provost Education Division.
University Policy Violation Reporting and Referrals
Anonymous reports of violations of any University policy can be made through the University’s 215-P-COMPLY line by dialing 215-P-COMPLY (215-726-6759) or by submitting a report via the 215-P-COMPLY web portal. Reports are reviewed by the Office of Audit, Compliance, and Privacy. OACP will look into the matter and/or refer it to an appropriate office.
